Update: Officer Involved Death in Fox Crossing, Wis.

MADISON, Wis. – The Wisconsin Department of Justice (DOJ) Division of Criminal Investigation (DCI) is investigating an officer involved death (OID) in Fox Crossing, Wis. that occurred on the evening of Tuesday, January 21, 2020.

 

On January 21, 2020, the Winnebago County Multi-Jurisdictional Special Weapons and Tactics (SWAT) Team was requested by the Lake Winnebago Area Metropolitan Enforcement Group to execute an outstanding arrest warrant for a subject and search warrant of a home in the 800 block of Grove Street in the Village of Fox Crossing, Winnebago County, Wisconsin.  Upon arrival, Rory J. Behling, age 32, was located outside of the home with a firearm. Three SWAT team members discharged their weapons, including:

  • SWAT Team Leader Justin Englund, 17 years in law enforcement;
  • SWAT Operator Kyle Schoonover, 10 years in law enforcement; and,
  • SWAT Operator Seely Moe, 21 years in law enforcement.

 

No law enforcement personnel or other individuals were injured during the incident.

 

The involved SWAT operators from Winnebago County Sheriff’s Office and Fox Crossing Police Department have been placed on administrative leave, per department policies.

 

DCI is leading this investigation and is assisted by the Wisconsin State Crime Lab, Wisconsin State Patrol, and DOJ Office of Crime Victim Services. All involved law enforcement officers are fully cooperating with DCI during this investigation.

 

DCI is continuing to investigate this incident and will turn over investigative reports to the Winnebago County District Attorney when the investigation concludes.
