AG Schimel Announces Nearly $12 Million in School Safety Grant Funding to 167 Schools and School Districts; Local Multi-Disciplinary Intervention Teams Begin Training

MADISON, Wis. – Attorney General Brad Schimel today announced plans to train more than 2,000 teachers and other education professionals by the end of 2018, and more than 5,000 by the end of 2019. This training will lead to the creation of that training to create School Safety Intervention Teams (SSIT) at schools across the state to combat threats of violence against schools, students, and teachers is ongoing. In addition to these training benchmarks, Attorney General Schimel also announced that 167 schools and school districts will receive $11,938,492 from the second round of the Wisconsin Department of Justice (DOJ) School Safety Grant program, which focuses on advanced initiatives to bolster student mental health. Out of 595 schools and school districts that successfully applied for round two grant funding, 549 grants have been awarded, as of October 15. DOJ staff is waiting on additional information from the remaining applicants before awarding the final funds designated as part of the second round.

 

“School Safety Intervention Teams are going to bring together multidisciplinary staff that each know their own community and schools intimately, and they will work to intervene and support students, before violence occurs,” said Attorney General Schimel. “DOJ is working fast to get local law enforcement, teachers, and counselors trained to work together on these teams. Before the end of 2018, we hope to have more than 2,000 people trained in adolescent mental health and threat assessment training.

 

Round two school safety grant funding requires that, in addition to training 10% of all staff in advanced adolescent mental health, awarded schools must create a local team of educators, counselors, and law enforcement that will assess threats and identify students in need of support. Based on a model set by the U.S. Secret Service, a local SSIT will engage in ongoing violence-related threat assessments, behavior monitoring, and intervention.

 

Each SSIT team must have one member that has completed the 12-hour advanced Adolescent Mental Health training, one member that has completed Threat Assessment Team training, and one member of a local law enforcement agency. The first threat assessment team training was held in early October in Green Bay. More trainings are scheduled through 2020, including four threat assessment team trainings and eight adolescent mental health trainings by the end of 2018. SSITs must also meet at regular intervals, in person, no less than one per quarter.

 

Schools will typically have a SSIT in each middle and high school, with multiple elementary schools perhaps sharing a SSIT. However, due to unique school differences, SSITs may be a multi-school, district-wide, or regional team with case-by-case approval from the Office of School Safety.

As of September 28, 2018, all grants had been reviewed by OSS staff, and all schools with grants requiring modifications had been contacted about needed modifications. More grants will be awarded to schools that applied for the second round of grant funding in the near future, as soon as schools respond with modifications. OSS grant specialists are working quickly to help schools and school districts correct any deficient applications, and award the grants as soon as possible. OSS anticipates that it will complete all awards in October, subject to applicants providing additional information or correcting errors in their grant application materials. Once a grant application is reviewed and complete, it will be awarded immediately.

 

Under this second round, grant funding is awarded on a per-student basis, according to student enrollment as reported to the Wisconsin Department of Public Instruction (DPI). Each school or school district that applies will receive an estimated $55.21 per child, but no awardee will receive less than $10,000 nor receive more than $2.5 million, in order to ensure all applicants receive sufficient funding to make meaningful physical security improvements.

 

In March 2018, the Wisconsin State Legislature and Governor Scott Walker passed and signed 2017 Wisconsin 143 into law, establishing the OSS and providing $100 million for school safety. 723 schools and school districts, 97% of public schools and approximately 40% of private schools statewide, applied for the first round of funds, and all schools that completed the application process have now received an award.
