MADISON — Attorney General J.B. Van Hollen has announced that his office has obtained a judgment against Crystal Lake RV Resort, LLC, Morgan RV Resorts, LLC, and Morgan Management, LLC in Columbia County Circuit Court for $85,000 in forfeitures, statutory penalties, costs and attorneys’ fees. The three defendants, companies with their principal offices in New York and Delaware, formerly operated a year-round recreational vehicle resort and campground in Lodi, known as Chrystal Lake Resort.
The judgment is for seven violations of Wisconsin environmental laws stemming from mismanagement of the resort’s three wastewater treatment lagoons located at the resort. On three occasions, in the spring of 2008, 2009, and 2010, Wisconsin Department of Natural Resources (DNR) staff observed an overflow of wastewater at the treatment system, which the defendants failed to report and failed to mitigate. In addition, the defendants failed to sample, monitor and report on the chemical content of the lagoons. Overflow of wastewater from a treatment lagoon is prohibited because the overflow contains pollutants that could harm adjacent waters and wetlands.
The defendants are no longer managing Chrystal Lake Resort. It is being managed by a receiver, who is cooperating with the DNR, to bring the resort into compliance with environmental regulations.
