The TIME system is Wisconsin's law enforcement telecommunication system.  It was constructed in early 1970.  Download.

An "interface" is a server to server connection to the TIME system.  This document describes the basic requirements for connections.  It is intended to aid vendors who may be bidding on systems for local law enforcement agencies.  Complete specifications are available to law enforcement for distribution to authorized vendors.  Download.

 

bulletManagement control agreement (MSWord 23K)
Agencies making connections to TIME must be (a) governmental, (b) criminal justice.  When either of these conditions is not met, then the connecting agency must be under the management control of a governmental, criminal justice agency.  This is an example of the kind of agreement required.  Download.

 

bulletAgreement for agencies who have TIME access (MSWord 15K)
All agencies who have TIME access must enter into an agreement with CIB.  This is the current version of that agreement.  It combines and updates several previous versions, including agreements for agencies who enter records.  The TIME system, and the FBI's National Crime Information Center (NCIC) both hold databases of wanted and missing persons, stolen vehicles and property, protection orders, etc.  Records are entered into these files by participating TIME agencies.  Agencies who enter records are required to manage those records according to this agreement.  Download.

bulletWI Statutes:  statute numbers, literals (Zip 160K)
This is a code table with approximately 22K records.  Unzipped, it is a text file, one record per line, tab delimited.  Fields contain Wisconsin statute number, literal, date effective, date repealed, and severity code.  This file was constructed from data obtained from the Circuit Court Automation Program (CCAP), but it contains additions made by CIB criminal history record specialists necessary to record reported "arrest" charges.  Sample:

bulletPolicy on use of dialup circuits for TIME access (MSWord 36K)
As a general rule, access to the TIME system must be over leased circuits.  Under certain conditions, however, dialup access is allowed.  This document contains the requirements.  Download.

 

bulletSome versions of the old TIMEDOC material contain a "fields" file that is missing some information.  If you have the bad file, field 043 License Plate State will not be there (and many others are missing, too).  Here is the correct version.
