Q: How can I get signed up for eTIME?
A: You must first have access to DOJ's Wilenet website, http://wilenet.org.  Go to that site and follow instructions for enrolling.  Once you have access to Wilenet, you will be able to see the instructions for enrolling in eTIME.
Q: Why can't I login to eTIME?  My Wilenet user ID is xxxxx, Agency ORI is WIXXXXXXX and I am using the same password that I use for Wilenet.
A: The eTIME System requires a separate registration and authorization.  You will get a different username and password.
Q: How can I get registered for TRAIN (the TIME training database)?
A: You must be a registered user on the TRAIN system to have access to eTIME.  Individuals who have attended TIME System training in the past year or two have already been entered into TRAIN.  CIB will handle TRAIN registration for you, however, if you are not already registered.  You do not need to register for TRAIN to submit a registration application for eTIME.  If you have never been to TIME training and are not currently in the TRAIN system, you will be sent a 6-page document, the "New Operator Training" handout, which they will be asked to read, sign the last page, and fax to the Crime Information Bureau (fax #608/267-1338).
Q: I did not get a password when I registered for eTIME (or I got a password when I registered, but I have forgotten it).
A: When you first registered for eTIME, right after you filled out the registration form online and clicked on "submit" you would have been returned a page that looked like the following:

Your registration has been accepted.  Your password for eTIME is: xxxxxxx                  

PLEASE NOTE:  This password will not work now to log into the eTIME System.

You must wait until you receive an email authorization form the eTIME office, which will be your notification that you have been activated as an eTIME user.

Please do not register again if you have previously submitted a registration.  This will cause confusion as to your password.

If you have forgotten the password initially given to you, you must follow the "Forgot your password?" link and correctly answer the "challenge question" you provided when you registered.  If you have forgotten the answer to your challenge question you will have to contact the eTIME administrator to get a new password, etime@doj.state.wi.us.  

Q: I am trying to obtain a new password, but the challenge question that appears is not the question I filled out when I registered (the questions the user is getting is "What year was the Battle of Hastings?").
A: If you get the Battle of Hastings challenge question, this means that you have not entered exactly your User ID and Agency ORI.  These must be exactly the same as they are in the eTIME database; they would have been included in the email that was sent to you when you were granted eTIME access.
Q: My password expired; what do I do?
A: Your password is set to automatically expire 60 days from the date it was assigned, and (if you were using the system) for 2 weeks before the 60 days is up.  You might have seen a "reminder" message every time you logged into eTIME, similar to this:

"Your password is set to expire on [date].  Click here to get a new password."

However, if  you did not login to eTIME at any time in that 2 week period, or you did not see the reminder, your password expired on the 60th day, and will not be allowed to login to eTIME until you get a new password.  Follow  the provided link to obtain a new password.  You will need to be able to successfully answer the challenge question you provided.

Q: What TIME transactions does eTIME run?
A: On the primary TIME system, every transaction has a number.  eTIME is currently programmed to use /0173 (general purpose vehicle - Wisconsin plate) and /0781 (general purpose person inquiry).
Q: What Data Services respond to eTIME requests?
A: CIB, DOT, NCIC
Q: Can upper and/or lower case be used?
A: Case doesn't matter in either logging in or entering the search criteria.
Q: Can the 'Enter' key be used to submit searches?
A: Enter can be used, but the cursor must be outside of a field.  Click on white space, then press enter.
Q: Can the browser 'Back' button be used?
A: Yes
Q: Are the last 24 hours of requests just mine or everyones?
A: Just yours
Q: How can I learn to use the Quick Search format?
A: Click Help or Advanced Search to see the instructions.
Q: How can I tell if people are using eTIME from home or other off-site locations for personal use?
A: Each agency is responsible for developing or enforcing policies on the use of eTIME.  All eTIME transactions are logged in the same way that TIME transactions are logged.  Agency administrators may request a "message recall" if they want to review transactions submitted by their employees. 
Q: Why do the response screens sometimes come up so slowly?
A: eTIME uses 128 bit encryption to encode and decode the data going over the Internet.  The software used to present the response screens, combined with the encryption slow down the response.  While both the encryption and software slow down response time, they enable us to meet Federal security requirements and provide a solid base for expanding eTIME's functionality in the future.  As internet and processor speed increases, this will become less problematic in the future.
Q: How can I tell if my browser supports XSL (a "stylesheet" for displaying responses on your screen)?
A: Click the 'What is eTIME' link.  Click the 'Browser Prerequisites' link.  Scroll down to the following paragraph and click on the 'Click Here' link:

In addition to the cipher strength your browser must be able use an XSL style sheet to convert the message into its proper display format on your screen.  The approved browsers have this capability.  Click here to see if your browser supports XSL.  If you get anything other than a page stating "Your browser does support XSL: then your browser doesn't support XSL. 

A message screen will be returned stating 'Your browser does support XSL' or 'Your browser does not support XSL'.

Q: Does my password expire?
A: It automatically expires every 60 days.
Q: Is there a session time out?
A: Wilenet logs you out after 30 minutes of inactivity.
Q: Can responses be viewed using Citrix?
A: Only if you have Administrator rights.
Q: I can't get to the Wilenet site.
A: Either http://www.wilenet.org/ or simply wilenet.org should work.
