The DNR Snowmobile/All-Terrain Vehicle Registration Files

The Department of Natural Resources (DNR) has established computerized Snowmobile/All-Terrain Vehicle Registration Files. The Snowmobile/All-Terrain Registration Files are the responsibility of DNR and all messages regarding DNR File information should be directed to the DNR’s Manual Records Terminal (RDNR). Any inquiries will generate a Registration File check as well as a Stolen Vehicle File record response.

The general guideline to query a record is to use all the available data. The following data items may be used in a query of the snowmobile/all-terrain vehicle registration file:

      Registration Number. The Department of Natural Resources ATV and snowmobile registration responses contain registration numbers and decal numbers in addition to serial numbers. Registration numbers start with "AT" for ATV's and "SN" for snowmobiles. These registration numbers are used for filing purposes only and do not physically appear on the vehicles. Queries of these registration numbers will not produce registration responses. Registration responses will only be received by querying the serial number or decal numbers. The registration responses show several different types of decal registrations. Expirations are shown for "Public" and "Municipal" decal registrations. "Private", "Agricultural" and "Antique" decal registrations are non-expiring. The numbers appearing in the registration number fields should not be entered in a Stolen Vehicle record since the numbers do not appear physically on the vehicle per NCIC policies. Stolen Vehicle records may be entered with serial numbers and/or decal numbers. Proper documentation must be maintained within departmental files to document the entered expiration or non-expiring as appropriate.

      Vehicle Identification Number.

Depending on the data combinations present, the message may query the National Crime Information Center (NCIC) Files, along with the DNR Files.
