The Department of Natural Resources (DNR) has established a computerized Boat Registration File. The Boat Registration File is the responsibility of DNR and all messages regarding DNR File information should be directed to the DNR’s Manual Records Terminal (RDNR). “WS” precedes all Boat Registration Numbers assigned by DNR and “WS” must be used to obtain registration information. Any inquiries will generate a Registration File check as well as a Stolen Boat File record response.
The general guideline to query a record is to use all the available data. The following data items may be used in a query of the boat registration file:
• Registration Number. The code of Federal Regulations, Title 33, Section 174.33 sets out the requirements for boat registration numbers. Each registration number must consist of two capital letters denoting the state of the issuing authority. These two alphabetics are followed by not more than four numerics and two alphabetics or not more than three numerics and three alphabetics (for example, WS123EFG or WS4567BD). If Registration Number is entered, the State Field, and the Year of Expiration Field must be filled. Registration number is generally displayed on the side of the boat, and is similar in concept to an automobile’s license plate.
• Hull Number. The Code of Federal Regulations, Title 33, Section 181, requires that hull identification numbers affixed to boats manufactured as of August 1973 must consist of 12 characters. A manufacturer may display additional characters after the required 12; however, they must be separated by a hyphen. The hull number is similar in concept to a vehicle identification number found on an automobile.
• Name. The name given to and painted on the transom of the boat. The Boat Name and Port of Call is the name and city that is displayed on the transom of the boat. Any boat which is required to have a Coast Guard Document Number will have the name and port of call displayed. If the port of call is a Wisconsin city, inquiry to the DNR Registration Files can be made by boat name. The boat name must be entered exactly as it appears on the boat including spaces but without any special characters.
• Coast Guard Document Number. This is a registration number that is assigned to certain boats by the Coast Guard. Commercial vessels and certain motor yachts over five tons are documented as vessels of U.S. registration under navigation laws administered by the U.S. Coast Guard. An official identifying number is assigned to the vessel, and a valid marine document reflecting the assigned number is issued. This unique Coast Guard Document number is permanently marked on the main beam of the documented vessel, in addition to appearing on the official marine document issued to the owner of the vessel.
Depending on the data combinations present, the message may query the National Crime Information Center (NCIC) Files, along with the DNR Files.
