Terminal Training Requirements

Any individual who utilizes a TIME System terminal must be trained in the operation of the device, system policies and procedures.  Initial training must occur within six months of employment or assignment to a position requiring terminal operation.  This training will include a test to affirm the operators' proficiency and knowledge of Crime Information Bureau (CIB), National Crime Information Center (NCIC), National Law Enforcement Telecommunications System (NLETS), Canadian Police Information Centre (CPIC) and National Insurance Crime Bureau (NICB) policies and procedures.

All terminal operators will be re-tested biennially to reaffirm operating proficiency.  The initial level of training should be based on system use.  The Crime Information Bureau has designated four levels of certification training which require biennial recertification.  The Crime Information Bureau also offers specialized training i.e. In-service, Validation, TIME Agency Coordinator and Agency Assigned Instructor. 

The Crime Information Bureau offers formalized TIME training for terminal operators with the classes held across the state. To facilitate agencies that participate in this training, the Crime Information Bureau has scheduled the training in convenient locations across Wisconsin, and also provides access to many of the training levels over the Internet. The training calendar is developed in January of each year and is provided to agencies for planning of training and employment of personnel in the dispatch/terminal operation positions. REMEMBER, law enforcement administrators have a responsibility to ensure that all personnel are as competent as possible if they are involved with the operation of the TIME System and the terminal.
