Service to Non-Terminal Agencies

Wisconsin statute 59.54(9) requires that each county have at least one TIME System terminal. As a result of this statutory requirement, Wisconsin TIME users are able to communicate with any Wisconsin agency via the TIME System. The CIB assumes that the sheriff’s department is responsible for serving all non-terminal agencies within the county unless other arrangements are made.

Sheriff’s service responsibilities to non-terminal agencies include:

1.  Servicing the local agencies terminal needs as they relate to queries, entries, modifies, and cancels.

2.  Sending all administrative traffic for the local agency.

3.  Receiving and forwarding all responses back to the “ORI” of the request (this includes hit confirmation information).

4.  Receiving and forwarding all out-of-state message requests for the local agency sent to the sheriff’s terminal.

Any request to change the routing of messages should be sent to the TIME System Operations Coordinator, Crime Information Bureau, P.O. Box 2718, Madison, Wisconsin 53701.

When terminal agencies are communicating for non-terminal agencies, proper use of ORI numbers is important for correct processing of the message.
