Policy and Procedural Violations and Sanctions

TIME is a criminal justice system.  Only law enforcement/criminal justice agencies and those non-criminal justice agencies that, through their participation, provide a benefit to public safety or the law enforcement/criminal justice community are authorized to participate on TIME.

Failure to comply with policy and procedural regulations presented in this manual will be brought to the attention of the Director of the Crime Information Bureau and handled accordingly with Agency Administrators. All agencies should strive to ensure compliance for the benefit of their agency’s operation as well as the TIME System. Liability concerns relating to telecommunication operations are a very real consideration and each TIME System agency must take steps to maintain their credibility at all times.

System violations brought to the attention of CIB may be dealt with according to the following options. 

      Failure to return the validation certification form will result in the cancellation of records.

      Failure to comply with biennial audits will result in the deactivation of the agency ORI. The agency will be notified by a   verbal request from CIB to comply, a written request to comply, and finally written notice of deactivation

      Failure to meet training and certification requirements. Any individual who utilizes a TIME System terminal must be trained in the operation of the device, system policies and procedures.  This individual must be re-tested biennially to reaffirm operating proficiency.  After 3 attempts to notify the TIME Agency Coordinator (TAC) or TRAIN Administrator that time has elapsed, CIB will deactivate the individual’s access.

      Failure to pay TIME System fees. Agencies accessing the TIME System are charged system access fees and are billed quarterly or annually.  Those who do not pay their TIME System invoice will be deactivated. Agencies will be notified via a verbal request from CIB to comply, a written request to comply, a written notice of intent to deactivate ORI, and finally a written notice of deactivation.

CIB reserves the right to take other administrative action appropriate to particular circumstances when necessary, to protect system integrity or public safety.
