Out-of-State Statewide or Regional Message Restrictions

To request an all points broadcast in another state, send the request to the state’s control center using the two character state code in the Destination NCIC Agency Identifier field.  Questions of the state’s broadcast procedure may also be asked of their control center.

Requests for statewide broadcasts may be sent to a maximum of five NLETS destinations without resorting to a nationwide APBD.  These destinations may be a mix of state codes, NLETS region codes (no more than two) and nine character NCIC agency identifiers.

The words “REQUEST FOR STATEWIDE BROADCAST” should appear in the reference field in any message regarding such a request to a state control agency or NLETS region.  If the message is related to officer safety, the pertinent phrase, i.e., ARMED AND DANGEROUS, should be placed at the front of the test message and on its own line to highlight it.

To assist control terminals in further disseminating statewide or regional messages, you may request the message be delivered to certain types of agencies, i.e., deliver to state crime labs or deliver to major cities.

In addition to all previously stated message prohibitions and restrictions, the following restrictions apply to requests for statewide or NLETS regional broadcasts:

1.  No Attempts to Locate (ATL).

2.  No Reply only if  Wanted.

3.  No training messages that include the name of the company that is providing the training unless the company is not-for-profit and is providing a direct service to law enforcement.

4.  Secondary Dissemination: Regional broadcasts may not be secondarily disseminated to non-criminal justice agencies without first obtaining specific approval from the originator.  If the sender wishes a regional broadcast to be sent to a non-criminal justice agency, they should enter the specific ORI of that agency in the destination field.
