In addition to the general message prohibitions the following restrictions apply to out-of-state messages and are not permitted on NLETS:
1. Routine messages regarding stolen vehicles, stolen property, and wanted persons that should be entered into NCIC.
2. Attempt to locate vehicle for breach of trust (without a warrant).
3. Messages regarding stolen property when the complainant is only seeking recovery of the property.
