Obtaining the State Criminal History Response

Upon determining a segment is related to the person in question, a second transaction is necessary to obtain the specific criminal history record from the state central repository.

Each state provides a method for requesting a criminal history record once a person has been associated with a record. In Wisconsin, when the request is made on-line, the record will be automatically returned on-line. If the record is from another state, the state(s) may respond via the National Law Enforcement Telecommunications System, Inc. (NLETS) or may forward the criminal history record information to you via U.S. mail.

In order to obtain a specific criminal history, a Criminal History Record Request message containing the person’s SID Number must be used. This information may be obtained from the identification segment response or from other sources available to the inquiring agency; e.g., local record files or III CHRI. The request must also contain Purpose Code and Attention Line.  If requesting the information from another state’s central repository, department and address information are required fields that must also be included. Building name is an optional field that may be included.

Each state criminal history record response has a format unique to that state.  See the help file for the particular state you are interested in for further information.  In Wisconsin, responses from the criminal history record file begin with the identification segment.  This identification segment is then followed by the criminal history record information for that subject.  Arrest and disposition information is presented in cycles, each cycle being one incident or fingerprint card submission.  Multiple charges may be present in each cycle.
