There are other regulations pertaining to certain types of administrative messages. In addition to the previously listed prohibitions, the following conditions must be met in order for Mobile Data Systems to send and receive administrative messages:
1. Mobile terminals may send messages to one terminal only.
2. Mobile terminals may not initiate area broadcasts.
3. Messages sent to a mobile terminal must be addressed by physical station number (PSN).
4. The local mobile controller must accept and queue or deliver to an alternate terminal, messages addressed to a particular mobile terminal whether the mobile terminal is in service or not.
