General Information

An administrative message is a criminal justice related point-to-point free form message.  This message may be asking for information or assistance, or it may be in response to a request from another agency.  It is differentiated from other messages in that it is free form and may be used for practically any type of information transmission not associated with a specific message type.

If the administrative message includes information that is related to officer safety (i.e., armed and dangerous), this phrase should be placed at the front of the message on its own line to highlight it

Administrative messages may be routed as follows:

1.  Terminal to terminal

2.  Terminal to multiple terminals

3.  Terminal to area

4.  All Points Broadcast

5.  Mobile terminal to terminal

6.  Mobile terminal to mobile terminal

Administrative messages may be addressed as follows:

1.  Physical Station Number [PSN](in-state only)

2.  Terminal Mnemonic (in-state only)

3.  Area Mnemonic/Highway Mnemonic (in-state only)

4.  NCIC Agency Identifier (ORI)

5.  Individual state

6.  NLETS Region

7.  Canadian provinces

Address types may be mixed on some types of administrative messages.

An administrative message must be used to request a statewide broadcast, or national regional or all points message.  Use of national all point messages is discouraged.  Instead, users should confine broadcast messages to Wisconsin’s area broadcast groups, individual states, state regions or “community of interest” states.
