Documentation Required for Entry

Individual sections of this manual provide a detailed description of the TIME System functions. Certain responsibilities are mandatory when utilizing the TIME System and the required data fields for the National Crime Information Center (NCIC), Department of Transportation (DOT), and the Crime Information Bureau (CIB).

Wisconsin Statutes 165.83, 165.84, and 342.31 mandates law enforcement report certain warrants which cannot be served, all stolen vehicles, and stolen property to the Wisconsin Department of Justice. The Department has deemed the CIB and NCIC computerized files via the TIME System as the proper medium to report the above-mentioned warrants, stolen vehicles or stolen property.

The agency that originates the entry is responsible for the accuracy, completeness, and correct status of the record at all times.

Entry of data in the TIME System can only be accomplished if the law enforcement agency has proper documentation in its possession. The entry of a warrant (to the Wanted Person File) serves as a facsimile of that warrant and prior to entry the warrant should be in the agency’s possession.
