Criteria for GRC Entry

Records for two different kinds of organizations, gangs and terrorist organizations both of a violent criminal nature, can be entered in the GRC. Despite the definition difference shown by the entry criteria, an ORI may find that certain groups meet both definitions. If this occurs, the entering ORI should use the criteria and message key which best typify the activity of the subject group. In all cases, NCIC must assign specific codes to each group and subgroup before entry can be accomplished. Classification as a gang or terrorist organization is determined prior to code assignment. In each case, strict adherence to the entry criteria and documentation of the information establishing the existence of the entry criteria are necessary.

All transactions subsequent to an entry are based on the type of group first entered, and the translation will appear based on that original message key. Because entry is based on NCIC-approved group/subgroup names, the classification of that group/subgroup will predetermine the message key used for entry.
