1. Death or aggravated battery to law enforcement officials when subject or suspect is at large. The message should include reasonable information for apprehension of the suspect and an adequate physical description of the wanted person or vehicle is required. Adequate means sufficient information to recognize the person or vehicle if seen.
2. Felonies involving armed or believed to be armed fugitive(s) with adequate physical description and/or license plate number with statewide implications for apprehension or for the safety of law enforcement officials and the public.
3. Escapees from custody (fugitives)
Includes all escapees from officer custody, correctional institutions, such as county or city jails, prisons, detention homes or centers, including juvenile homes, work camps, and other detention or mental health facilities.
4. Out-of-state wanted notices when meeting the above criteria and the notice contains additional pertinent information of significance to Wisconsin law enforcement agencies.
5. Severe weather warnings and disaster alerts.
6. Death and funeral notices of actively or formerly employed Wisconsin public safety officials (in-state APBD only). NLETS policy allows broadcasts for currently employed criminal justice employees. Public safety officials include:
All law enforcement officer and wardens
State prosecutors
Federal prosecutors
State and federal judges
Firefighters
Emergency medical technicians
911 dispatchers
7. Attempts to Locate (ATL)
Where foul play is suspected or known and is so specified. Subject must be entered into appropriate file and the request must include adequate physical description.
For the purpose of death message, serious illness or military personnel, only if the direction or area of travel is unknown. If this information is known, use terminal to terminal, terminal to multiple terminals or area messages.
Missing person /runaway information will not be sent state or nationwide. A missing person must be entered into the missing person file.
8. Found unidentified bodies or body parts
These must be entered into NCIC prior to the broadcast request.
9. Information items that have statewide or nationwide law enforcement significance that are not eligible for entry into the data files.
Description of the method of operation (M.O.) for a crime and requests for information on similar crimes or alerting other agencies to be aware of the same.
Request for information on a person in custody that refuses to cooperate by not giving name, etc., and the sending agency is requesting assistance based on a description of the person and circumstances surrounding the case.
Stolen property having statewide/nationwide significance that cannot be entered into the data files.
Any information that is pertinent to a criminal investigation that would be of interest to all Wisconsin law enforcement agencies (or all states for nationwide broadcast) and cannot be entered into NCIC.
If the APBD request falls within one of the regulations and there is information in the APBD that qualifies for entry into any of the data files, the APBD will not be approved until the applicable data has been entered by the requesting agency.
