The Transaction Information for Management of Enforcement (TIME) System is a data communications function that serves all state and local law enforcement agencies in Wisconsin. TIME was implemented in October of 1972 to meet a basic need of all law enforcement agencies for the fast and efficient exchange of factual law enforcement information. The system has not only modernized the data communications capability, but also interfaces law enforcement agencies to factual data files that are complete, up-to-date and rapidly accessible.
The nucleus of the TIME System is a computer-based data communications control center provided by the Wisconsin Crime Information Bureau. The control center computer interfaces TIME terminals to the data files, as well as provides the capability to send administrative messages terminal-to-terminal and statewide broadcasts. In addition to being interfaced to the automated files of the Wisconsin Crime Information Bureau, TIME is interfaced with numerous other databases, including Wisconsin Department of Transportation (DOT), the National Crime Information Center (NCIC), and National Law Enforcement Telecommunications System (NLETS), to name but a few.
The Wisconsin Crime Information Bureau (CIB) maintains a computerized central repository of information of a statewide significance on warrant/wanted and missing person, stolen vehicles, stolen/missing license plates and stolen vehicle parts. The Wisconsin Department of Transportation (DOT) maintains a computerized central repository of information on vehicle registrations and driver license information. The National Crime Information Center (NCIC) maintains factual information of national significance concerning warrant/wanted, unidentified and missing persons, stolen vehicles and parts, stolen articles, stolen boats and parts, stolen/missing/recovered guns, and stolen securities. The National Law Enforcement Telecommunications System (NLETS) provides administrative message service nationwide, access to all other state motor vehicle/driver type files, and access to other specialized information databases.
