Law enforcement agencies must obtain and the Crime Information Bureau must process fingerprints from all unknown deceased human corpses found in Wisconsin (see Section 1, Wis. Stats 165.83(c) and 165.84).
When fingerprinting an unknown deceased for submission to the CIB, every effort must be made to include as many elements of minimum required data as possible. Basic elements are:
• NAME (In this block indicate "UNKNOWN DECEASED")
• SEX/RACE
• APPROXIMATE AGE
• HEIGHT AND WEIGHT
• EYE AND HAIR COLOR
• OCA NUMBER
• DATE RECEIVED
Law enforcement agencies should utilize the "Face" side of the card, "ADDITIONAL INFORMATION BLOCK", to supply details surrounding the death (e.g., approximate time and date of death, location of body, etc.) If the unknown deceased is positively identified by the local agency after submission of the fingerprint card, the local agency must notify the Crime Information Bureau by letter. When notifying by letter, indicate that the individual has been identified, who the individual is, and supply all the descriptive data that was furnished at the time of submission.
