Sex Offender Registration

Sex offender registration cards are accepted at the Crime Information Bureau, processed, and retained in file.  When obtaining fingerprints for a sex offender registration make no entries in the charge, statute/ord, or NCIC blocks.

The reverse side of the fingerprint card, "additional information block" can be used to indicate the reason the individual is on the sex offender registry and the length of the registration.

Sex offender registration cards must contain the minimum required data for submission:

      NAME

      SEX/RACE

      HEIGHT AND WEIGHT

      EYE AND HAIR COLOR

      DATE OF BIRTH

      DATE RECEIVED

      CONTRIBUTOR ORI AND NAME

      SID (if one exists)

When submitting a paper fingerprint card for sex offender registration, indicate SEX OFFENDER REGISTRATION in the Disposition field of the fingerprint card.  If submitted the card electronically, the Disposition field should remain blank and the card submission type should be SEX OFFENDER REGISTRATION.

Sex offender registration cards will be processed at the CIB and retained in file.  A STATE IDENTIFICATION NUMBER (SID number) will be assigned if none currently exists and the contributing agency will receive an "Agency Activity Report" indicating the SID number, agency OCA number, and the descriptive data relating to the card submitted.

If no SID and/or FBI number exist for the sex offender registrant and the agency contributing the sex offender registration is the arresting agency for the original sex offense, the contributing agency should attempt to reconstruct the information surrounding the original, underlying offense and submit the reconstructed arrest card in lieu of the sex offender registration card.
