Cause:

Failure to take rolled impressions of all ten fingers.

Solution:

Complete entire fingerprint card to ensure timely, accurate and proper handling at both the State and Federal levels.  Complete rolled fingerprints are needed to ensure a quality data base within the States AFIS and to allow for proper search of both tenprints and latents.
