The administrative rules of the Law Enforcement Standards Board Chapter LES2 list Recruitment Qualifications for law enforcement agencies. LES2.01(f) states "the applicant shall be of good character" and LES2.01(f)(1)(A) further states that "good character" shall be determined in part from "the fingerprinting of all applicants with a search of local, state, and national fingerprint records." Pursuant to the administrative rules, law enforcement agencies must obtain the fingerprints of all applicants prior to employment with their law enforcement agency. The "law enforcement applicant" must be printed and two fingerprint cards submitted. These cards can either be one standard CIB card and the FBI applicant card, or two FBI applicant cards.
If used, the Crime Information Bureau's card must be completed with special attention given to indicating in the "final disposition" block that the individual fingerprinted is a law enforcement applicant or is for NCIC security clearance and noting the name of the law enforcement agency that will be employing the individual on the reverse side of the card in the "employer" block. Submission of the card to the Crime Information Bureau will result in one of the standard responses as indicated in the preceding section.
