Applicant Submissions

General

The Crime Information Bureau processes and checks applicant/licensee fingerprint cards for law enforcement positions, NCIC security clearance, watchman/guard (440.26), lottery positions, Indian gaming, and other employment requests that require fingerprinting as provided by State statute.  These cards are processed, searched through the file, and returned to the law enforcement agency for filing along with any information obtained on whom the card was submitted.  Prior to July 1, 1987, applicant cards for purposes other than law enforcement were processed at no cost to the requesting agency.  Statute 165.82 mandates that the Crime Information Bureau imposes a search fee for each search of the criminal history files for purposes unrelated to criminal justice.  Upon submission of an applicant card the contributing agency will receive one of two types of return information.

      NO RECORD:  An applicant card received and processed that results in no discovery of a prior record in the CIB files will be stamped "APPLICANT" and returned to the contributing agency with the notation of "NO RECORD OUR FILES" stamped across the charge block of the fingerprint card.

      RECORD ATTACHED:  An applicant card received and processed that results in the disclosure of a prior record in the CIB files will be stamped "APPLICANT" and returned to the contributing agency with the notation of "IDENTIFICATION TRANSCRIPT ATTACHED" stamped across the charge block of the fingerprint card.

Fingerprint-based background checks are also available from the FBI only when pursuant to a state statute approved by the United States Attorney General or by federal law.

All applicant fingerprint requests may be submitted on FBI applicant fingerprint cards.  CIB will process applicant requests whether received on FBI applicant cards or CIB fingerprint cards clearly marked “applicant”.
