Final Dispositions

CIB Processing of Final Disposition Reports

When the Final Disposition Reports are received at the Crime Information Bureau they must go through a number of steps before they are added to the related criminal history record.  First each final disposition is reviewed for complete and correct information.  If any required data is missing or the CIB has questions about the information given the document will be returned for review by the submitting agency.

After the dispositions have been reviewed and are found to contain the required information they will processed through the data entry process to locate the related criminal history record.  At this point the CIB will verify that we have a fingerprint card on file for the arrest in question.  If no fingerprint card is on file CIB will return a copy of the disposition to the arresting/contributing agency with the proper form indicating "No fingerprint card on file for this arrest".  The agency indicated as the contributing agency will be requested to submit an arrest fingerprint card when they return the disposition to CIB.  Both the arrest and disposition information will then be added to the criminal history database.

When dispositions meeting all the requirements for acceptance, the CIB records will then be updated with this new information and the final disposition filed in the related jacket file.

Most of Wisconsin's circuit courts now contribute final disposition reports electronically through CCAP.  This disposition information is then passed to the state courts, and forwarded to CIB via a server interface.

Once CIB receives these electronic dispositions, a number of edit checks are performed to ensure the quality of the data before it's posting to the criminal history database.  CIB verifies arrest charges and a set of fingerprints exist for this disposition and proceed to posting the disposition to the arrest event.

If no fingerprint card exists, the disposition report will queue to error and must be manually reconciled through a similar process used for paper dispositions without fingerprint cards.
