Administrative Services
The Administrative Services Bureau is responsible for the DCI
core business elements of budget, grants, fiscal, personnel and
Freedom of Information Act (FOIA) requests. For persons wishing
to obtain records from the DCI, it is helpful to include as much
information as possible, including names, dates of birth and
other identifiers, dates and locations of any incidents in
question and a concise but specific description of the material
being sought. If the investigation is closed, copies of the
available requested materials will be mailed to the requester.
If DCI has no relevant records, or if an investigation is still
ongoing, the requester will be advised in writing.
Individuals wishing to obtain records from the Division of
Criminal Investigation should send a written request to DCI
Administrator Edward F. Wall P. O. Box 7857, Madison WI
53707-7857. On the envelope, please indicate "Records Request"
in the lower left corner.
Additionally, the Office of the State Fire Marshal, and the Cold Case Homicide Unit
are within the bureau. This unit also serves as Wisconsin's
liaison for the FBI's Violent Criminal Apprehension Program (ViCAP),
a national data center organized to collect, collate and analyze
specific investigative data, allowing local and state law
enforcement agencies to link potentially related cases and
helping to establish state and local crime trends.
Specialized training for law Enforcement officers throughout
Wisconsin is coordinated by the Administrative Services Bureau.
Several specialized training programs the DCI offers are highly
requested by our local, county, state and federal partners. Some
of those training programs include Drug Investigation, Arson,
Drug Endangered Children, Methamphetamine Labs, Death
Investigation, Technical Services & Covert Surveillance, Human
Trafficking and Missing Person Investigations.
