Crime Information Bureau

The Crime Information Bureau is part of the Wisconsin Department of Justice, Division of Law Enforcement Services. CIB provides Wisconsin residents four unique services:

  • CIB operates and manages the TIME System. The TIME System is the law enforcement message switch and network that provides criminal justice employees with information on wants and warrants, driver license and vehicle registration information, criminal histories, protection order and injunction files, sex offender and corrections information, stolen property, missing persons and more. The TIME System connects over 7,600 criminal justice computers in Wisconsin to over 250,000 criminal justice computers across the nation and Canada.
  • CIB operates Wisconsin's Handgun Hotline.  Established late in 1991, the Hotline conducts mandatory background checks for Wisconsin's licensed gun dealers on handgun purchasers.
  • The Crime Information Bureau (CIB) operates the state's Automated Fingerprint Identification System (AFIS) which is a computer-based system for reading, cataloging, searching, matching and storing fingerprints, palm prints and related demographic data. Established in 1993, this system has become a statewide-shared AFIS that provides access to eight remote Wisconsin sites for fingerprint searches of a nearly 1 million fingerprint record database and processes approximately 45,000 fingerprint transactions per month. This system interfaces with the FBI's Integrated Automated Fingerprint Identification System (IAFIS), providing Wisconsin Law Enforcement agencies access to nationwide and international criminal justice information.
